Born on October 13, 1955 in the Altai Krai.
In 1978 graduated from the Blagoveshchensk Agricultural Institute with a degree machine- engineer. After graduation, he went from a simple mechanic to the director of large multi-industry factory-farm enterprise.
Since 1991, he has been in business activities. He organized a number of large commercial and industrial companies.
Since 1993, he successfully engaged in anti-crisis management to deduce the various enterprises of the Sakhalin area such as timber industry enterprises, pulp and paper plants, corrugated plant from the financial crisis. He created and conducted a strategic development program, which aimed at optimizing the enterprises activities. Gorkunov B. V. is the owner of the largest building contractor, trade, transport, and real estate companies.
In 1999, he was appointed to the position of vice-governor Sakhalin Oblast. His duties included overseeing main enterprise of agricultural production and fisheries complex, providing over 50% of budget revenues in Sakhalin and Kuril Islands.
Since 2001, holding the position of director of “Starstroi” in Sakhalin, Gorkunov won the tender and organized the construction of oil and gas pipeline in the project “Sakhalin-2” with the length of over 1,800 kilometers.
In 2003, he was appointed to the position of first vice-governor Sakhalin Oblast. He was in charge of economy and finance.
Since 2007, he has invested in the construction of modern innovative greenhouse complexes in Yaroslavl, Novosibirsk and fish factory for the production of black caviar in Yaroslavl.
The main purpose of his business: to organize highly profitable and competitive business in the food processing industry and agriculture based on startups.
